Defaults need to be set, then each user that connects gets Preferences which now exist at the system level (control panel) and a the application level. Once the toothpaste is out of the tube, it's difficult to put it back. So it's important to set those properly the second you share a print queue, or better, before you share. Preferences are derived once from Defaults as they connect for the first time, or login and access the print queue for the first time if it's server-hosted. Quick note: Preferences affect the individual, and Defaults affect All users - once.
